With development of economy and improvement of people’s livelihood, the number of drivers and vehicles has grown rapidly and difficulty in travelling and parking has become an increasingly prominent issue. In order to solve these problems, Zhejiang Province set a goal of“solving the problem of traffic congestion in five years”and established a leading group in 2013, and required carrying out construction of road traffic operation index system in the entire province in 2014.
I. Background of the Project
Zhoushan City is a marine city consisting of islands. It borders on Shanghai, Hangzhou and Ningbo and faces Pacific Ocean. With rapid development of economy and society and continuous expansion of its size, vehicle ownership in Zhoushan has been continuously growing. By the end of 2014, the quantity of civil motor vehicles was 172,000, including 110,218 cars. At the same time, the growing number has also caused travelling and parking a difficult issue. According to the goal of “solving the problem of traffic congestion in five years” set by Zhejiang Province, Zhoushan Traffic Congestion Work Leading Group decided to build “Zhoushan Road Traffic Operation Index System”. The project budget approved is 30 million yuan and Anhui Keli Information Industry Co., Ltd. was selected to undertake development and implementation of the project.
II. Objectives of the Project
Based on requirements ofUrban Road Traffic Operation Index System Building Program of Zhejiang Province, the project is aimed at achieving the following objectives:
1)Improve the urban road traffic information collection system;
2)Build a operation index evaluation system according to the actual situation and development needs of traffic management in Zhoushan;
3)Provide strong support for urban traffic congestion control, signal timing optimization, traffic organization optimization, traffic channel design and bus stop planning, and at the same time, provide timely and accurate traffic index information service to the public through radio, TV, network and guidance screen;
Comprehensively build the urban road traffic operation index system of Zhoushan City.
III. Implementation of the Project
The project was planned to be completed in three years starting from 2014. It is carried out in three phases, Phase I and Phase II have been completed and Phase III is under construction.
Phase I: Integrate the existing information collection system (FCD, electronic police, surveillance camera, geomagnetism and other collection system) and complete building of the foundation platform: traffic information collection system, multi-source data integration system, traffic operation index analysis system, traffic operation index releasing sub-system, and complete construction of 170 sets of fixed collection points on the main roads in Dinghai District, Xincheng District and Putuo District.
Phase II: Add 150 sets of collection equipment and 20 guidance screens in Dinghai District, Xincheng District and Putuo District. Add the following functional modules based on Phase I: abnormal event alarming module, congestion inquiry module, surveillance camera & number plate analysis module, parking guidance management module, equipment operation & maintenance management module and WeChat platform.
Phase III: Further improve the system, add point location for detector, realize line-up inspection on lane, classification and statistics of foreign and local vehicles and video image capture and uploading, achieve optimal control of signals at intersections, improve the road section index compensation module and display traffic order in the view form.
IV. Social and Economic Benefits of the Project
The road traffic operation index system built by Keli for Zhoushan City ranked the 3rdin traffic congestion treatment assessment in Zhejiang Province in 2014, only next to Hangzhou and Ningbo. It has provided great convenience for public travelling and greatly alleviated the congestion problem.
By checking the system at peak periods of traffic, the traffic police may understand traffic in various road sections in a timely manner and dispatch manpower to guide traffic in congested road sections, thus greatly improving the working efficiency and reducing traffic accidents.
By checking the system, the public may avoid the congested road sections to reduce time waste and save traveling costs.
